Its a good question and honestly I find it a little confusing. Cos even not all matte finishes are the same. But I think the zero finishes have more of a slight metalic shine around some of the print edges when you catch them in the right light.

Zero finish is printed directly onto metal with ink not paint. Like a printer.
Or
The artwork is zero inked (as above) onto the steel then matte painted over.
Or
The artwork is completely matte painted onto the steel.
Or
The artwork can be matte painted onto the steel and then gloss covered.
None of that sounds right but I'm sure some of it is.
