Yes.

No, just had to submit a request when they initially announced it in 2015. After the first 500 filling up fast, they've added more, I got in late, so cannot buy most releases direct with my number.
They've also added a queue, so when a member didn't react to a few releases in a row, they'd throw him out, and invite someone from that waiting list.
