This 100% has a very niche cult following
I don't know what that means in the context of being a "cult film."
In order to achieve "cult" status a film had to underperform somewhere during its initial release, whether it's with critics, audiences or overall box office;
and find reappraisal somewhere later on.
This excelled on all those fronts during its first run.

It seems you prefer to limit the term "cult film" to its primary definition. The definition "cult film" can also refer to "cult classics" and "cult blockbusters". For me and several people, The Truman Show has reach this status.

"Cult blockbuster" this is all entering arbitrary territory now; I'd guesstimate every film has a subset of devoted fans/followers. By these "loose' metrics Shawshank Redemption could be considered a "cult classic" even tho it's considered to be one of the greatest movies of all time.

Lots of films that was a hit at box office when initially released are known years later as Cult Classics

To be classed as a cult film it's not solely based on if it underperformd on initial release

A cult film is simply a film that has acquired a cult following years after it's initial release regardless if that film was a box office flop or a box office hit when first released
The films involved have to have a dedicated audience that loves the film involved and most importantly gets re-watched a lot after it's initial release.

The Truman Show is one of the films that has acquired a cult following years after it's initial release and is why is listed in the list of Cult Films

The Truman Show has a cult following years after been released that is what decides if a film is going to be listed as a Cult Film
