Why is one disc a PG, three are 12 and one 15?

Rest of the seasons are 12 with some having a few PG. mad to come down to that from a 15

It's Sailor moon, be real, I think it's just to do with deaths of some of the villains or perhaps suggestive scenes (I seem to recall there was some Lesbian relationship stuff they chopped out of the western edits?).
