Should be, yeah. That extra 15mins isn't literally hmv exclusive. It's just a hmv exclusive the the UK. FNAC have the same extra in France. It wouldn't surprise me if manta have it included too.

It’s one special features disc, next to where it says ‘Special Features’ on the top menu there’s another option called ‘Gotham Planning’. So just slightly different disc content. In Germany it was exclusive to one edition I believe.

It was on the 3rd disc of a steel i got from Finland too, so could easily be on ML disc.

Someone beat me to it, but it's just extra content on the single bonus disc. The UK amaray's and some other EU bonus discs don't have it. The FNAC SE lists it as included there and I've seen it mentioned on another EU disc too, perhaps in germany.

It's one per order as usual. Anyone can order multiple copies. I think Blufans is the only premium retailer with a limit of 1 per customer.
