I will assume the rest of the collector's edition 1725 print run (3725 - UK 2000) will be a Italy or some other EU country but they won't have the production notes booklet included

No. This is Universal, not WB. They tend to only release these slip variants in the UK and IT. The US will only get the steel.

A script booklet was also in the UK 20th anniversary set btw, so I can see why they're touting a production notes booklet for us specifically now. I much prefer the 20th anniversary steel to this one, but a new vision grade and atmos track is appealing.
