is it normal that a USA arrow release gets a european edition later on, or was the Starfighter was never a USA only release?
Yes it's normal

Arrow has to wait until they get licence from rights holder in each country to do a release
Some releases it can be months or a few years before that happens or not

This why you sometimes see some releases get a release first in UK or USA and then on a later date both countries is available.
You still get some releases that stays UK or USA only.
