as @C.C. 95 and @AcIDc0r3 said The city of lost children I remember and of course Pans Labyrinth has become very popular but for me it is actually Amelie with The Science of Sleep a close second (it has a mix of French and English)

Though I am shocked no one has said Rare Exports, a warm Christmas tale if ever there was one

edit: Also does A Trip to the Moon count, technically a silent film but still a foreign film for me
