We can do Canadians, but we might have something to work out as there is no cheap trackable service to Canada.

Meaning we can probably mail a package to Canada for under $6, but there is no way it can be tracked - so meaning there is no way that HDN could take a regular paypal payment.

I guess what he is trying to say is, that HDN prefers deals whereby the product is shipped with tracking, so that the buyer who pays with PayPal also is insured. If hdn ships a steelbook without tracking and the steelbook never reaches you, your payment is not eligible FOR insurance via PayPal.
