So is it matte or glossy? I can't tell from either the pictures or youtube videos..

from the video it's matte finished with spot gloss on titles and the triangle (all the red marks) on the back i'm not so sure...
it's obvious that US gets better treatment with full gloss finish (really really nice)... if only they'd do the UHD version...

Finish: Yes, different to the all over gloss of the US edition . . . this one for the ROW is (reportedly) in a zero finish with spot glossed title and red sighting triangle on the front and to the net on the back.
