Don't buy steels of movies you haven't seen OR are uncertain of (blind buys are insane) and don't buy multiple copies. If you're going to buy multiple copies limit that junk to 1-2 of your very favorite flicks

Really the first step you have to take before you can budget is to properly track everything. Put together a running list (preferably in Excel/Google sheets) of all your monthly expenses. Approximate as best you can to start... after a few months you'll have a better picture of actual spend in categories like groceries, eating out, "fun" money, etc. For expenses that are annual or semi-monthly, divide them out evenly across each month so you can properly hold back money in that category for when the expense actually occurs (e.g. I have a $20 gym maintenance fee that occurs twice a year, so I categorize that as a $3.33 expense every month).

From there, total up all the monthly expenses and subtract that number from your post-tax income. If it's negative, you're in trouble and need to eliminate some of the categories. If it's positive, you take the leftover amount and that should be used for savings.

Utilize additional spreadsheets to track continued spend through each month. As mentioned above, you'll get a clear picture after 3-4 months and better see where you can cut back to try increase the "leftovers" (difference between income and expenses) for your savings. As you see pay raises, additional purchases (mortgage, new car) simply add those costs into your monthly expense and income totals and continue to adjust categories as necessary.
