Sometimes it's an hour before, other times it's simultaneously with whatever preorder is going live.

Don't know for Barbie but before JL Motherbox because I always saw Barbie sold out.. Motherboxes were available 5 minutes before Dune 2

There was a small restock two days ago but I think that's finished now for Barbie.
