The item description makes it sound like Target may release four slipcovers; one with each Turtle:

Just so everybody knows and doesn't miss out: this item now says it is a Target.com exclusive. I'm not sure if Target has ever done an online-only exclusive before (I can't think of one), but just in case I went ahead and placed an order now--in case this really isn't offered in-store. The wording was also changed to remove the "random" statement, as quoted in the OP. It now says:

This Target.com exclusive Teenage Mutant Ninja Turtles Blu-ray Combo Pack includes:
•Blu-ray, DVD, Digital HD
•Exclusive Bonus Disc
•4 custom covers featuring Leonardo, Raphael, Donatello and Michelangelo (Target.com orders only)

People will argue it and nobody will really know until this is released, but I take this to mean that every order will receive all 4 covers. Not sure how that would work, but we'll find out in two months.
